TIME-EFFORT REPORTING / OVERSIGHT 

Compensation for personal services developed in grant award application and requests, budgeted, awarded and expended for grants identified as federally funded, whether directly or by pass-though (Department or Agency of the State of New Hampshire), shall comply with    In general, compensation for personal services (amounts) related to such grants must always be “necessary, reasonable and allocable,” and each item and amount must conform with federal (and state and local) laws and regulations and the terms of the grant and the procedures for such must also be consistent to state and local policies and adequately documented.

Fringe benefits developed in grant award application and requests, budgeted, awarded and expended for grants identified as federally funded, whether directly or by pass-though (Department or Agency of the State of New Hampshire), shall comply with U.S. Title 2, Part 200.431.  In general, Fringe benefits (amounts) related to such grants must always be “necessary, reasonable and allocable,” and each item and amount must conform with federal (and state and local) laws and regulations and the terms of the grant and the procedures for such must also be consistent to state and local policies and adequately documented.

The District will also follow any time and effort requirements imposed by New Hampshire Department of Education (NHDOE) or other pass-through entity as appropriate to the extent that they are more restrictive than the Federal requirements. The Business Office is responsible for the collection and retention of employee time and effort reports. Individually reported data will be made available only to authorized auditors or as required by law.
