IHBG - Policy For Home Schooled Students

I. Eligibility

  1. The Board recognizes the right of parents to pursue home education within the parameters RSA 193-A and other applicable state laws and regulations.

II. Enrollment Procedures

  1. Any parent commencing a home education program for a child who withdraws from the School District shall notify the New Hampshire Department of Education, the Superintendent, or a non-public school within five (5) business days of commencing the home education program. Such notification shall include the names, addresses and birth dates of all children who are participating in the home education program. If notice is provided to the Superintendent, he/she will acknowledge receipt of notification within fourteen (14) days.
  2. Annual notification of intent to continue home education is not required.
  3. If requested by the parent, the Superintendent will assist parents in making such notification and in complying with applicable statutory requirements.
  4. State attendance laws and District attendance policies shall apply to all students within the District until the commissioner of education, the Superintendent, or principal of a non-public school receives notice from a student’s parent/guardian of the commencement of a home education program, consistent with the requirements of RSA 193-A:5.

III. Participation in Activities/Classes

  1. Home schooled students may participate in school, curricular and extra-curricular activities which may include but are not limited to: field trips, assemblies, educational programs, dances, band, intramurals, and clubs, subject to the following requirements:
    1. Prior written permission of the parent;
    2. The home schooled student has agreed to abide by the same code of conduct as the regularly enrolled students participating in the activity;
    3. The responsibility of knowing and arranging for a home schooled student to participate in co-curricular activities lies with the parent/guardian of the home schooled student;
    4. Prior notification to principal (minimum) three days;
    5. Home schooled students must meet all the same academic, physical examination, age, required immunizations (as per NH law), the most recent record of grade received, and semester eligibility requirements and standards as regularly enrolled students.
    6. The class is deemed by the principal or designee to be appropriate for the age and/or ability of the home schooled student;
    7. Prerequisite course requirements must be met;
    8. The student must meet the same requirements as enrolled students for use of facilities;
    9. Any student wishing to participate in any remote or in-person learning opportunity must be officially enrolled in the class. Any student wishing to participate in more than fifty percent (50%) of classes (remote and/or in-person) that would otherwise comprise a normal academic load in any semester / quarter must be officially enrolled as a full time student in the Kearsarge Regional School District. At the elementary level, class is defined as core instructional blocks that occur on a daily basis when available to all students, to include, but not limited to: literacy, mathematics, combined science/social studies, and specials. 
  2. Home schooled students are eligible to participate on athletic teams in accordance with NHIAA and KRSD policies and procedures. Consistent with RSA 193:1-c, any regulations shall not be more restrictive for non-public or home educated pupils than they are for students enrolled in the District.

IV. Tests and Assessments

  1. Home schooled students may participate in any standardized testing program that the school routinely offers, provided parents/guardians notify the school administration of their minor child’s desire to participate at least thirty (30) days in advance of the testing dates. Parents/guardians will assume the cost of all exams. Students will take the exam at the time and location designated by the school.

V. Grade Placement for Returning Students

  1. Parents deciding to re-enroll their children into the school district following a period of home education will make arrangements with the Principal for an evaluation to determine appropriate placement in the District’s program.
  2. Parents should be attentive that when re-enrolling a student, there may be discrepancies between the home schooling level of achievement and the scope of sequence of the District’s curriculum.

VI. Awarding of Diploma

  1. The School Board will not award certificates or diplomas to home educated students.
  2. Students must enroll in the regular school program and complete all necessary graduation requirements of the District and the state to be eligible for a certificate or diploma.
